Consumers in Albania are free to choose their suppliers, accord-ing to the approved rules for switching suppliers. Consumers connected to 35 kV and high voltage, and as of 1 of January 2024, consumers connected to the 20 kV, are supplied on the free market (with the exception of the water-sewage compa-nies).
In the wake of the energy crisis in 2022, Albania imported two mobile, sea-based com-bustion units run on heavy fuel oil in case of need. There is no information, however, regarding whether these units have ever been used.
The National Energy and Climate Plan (NECP) of Albania was adopted in December 2021. The work on updating the plan continued in 2024 but has not been finalised. Albania should complete the update process without delay. Albania has not defined a 2030 climate target in national leg-islation, but it is included in the NECP.
Albania reported that over 100 EIA processes related to ener-gy projects were conducted in the reporting period. Concerns persist regarding the hydropower projects on the Vjosa River, Valbona River, and the Skavica project.
Albania has transposed some provisions of the Environmen-tal Liability Directive via the Law on Environmental Protection. There was no progress on the adoption of secondary legislation in the last reporting year. ERE, the regulator, is established in line with the applicable Energy Community legislation.
